Lloyd H. Siegel serves as Associate Executive Director, Office of Facilities Planning, developing policies and guidance to promote quality facilities that bring the greatest value in fulfilling VA’s missions effectively and efficiently.  Facilities Planning is responsible for master and facility planning and functional design review support, environmental compliance, historic preservation, and VA’s national quality design and construction standards including master specifications, design guides, technical manuals, and design alerts.  All CFM documents are available and regularly updated on a web-based Technical Information Library.  His office also manages several national programs including seismic and other natural and man-made disaster preparedness, various sustainability compliance programs, construction cost budgeting and estimating, and value engineering.  In addition, Facilities Planning provides technical quality reviews for the State Nursing Home Grant and Homeless Provider Grant programs.  He has pioneered a Physical Security Assessment methodology for VA which has been adopted by FEMA for use by the private sector and other governmental agencies.

Prior to his present appointment, Mr. Siegel served as director of the new Service Delivery Office when the Office of Construction and Facilities Management was reorganized in January 1999.  He directed a multi-disciplined professional staff with the knowledge and experience to respond rapidly nationwide to requests for assistance on a broad range of design and construction problems from details to Facility Condition Assessments for entire networks.  He was responsible for design and construction for VA’s major construction program, a $2 billion inventory of active projects.  This included managing negotiating, awarding, and administering design and construction contracts, reviewing design, and supervising construction on-site across the country.  He provided support in scheduling, claims analysis, and risk management, was responsible for establishing national goals and objectives for the use of VA real property assets, and for acquisition, management, and disposal of VA realty assets nationwide.  Mr. Siegel joined VA on November 2, 1987, as the first Director of the Office of Architecture and Engineering in the new Office of Facilities.  After the Office of Construction & Facilities Management was organized on January 18, 1994, he became Director of the newly created Facilities Quality Office.

Before joining VA, in Chicago, Illinois, Mr. Siegel was president of Siegel & Schroeder Developers, Inc., real estate developers of mixed-use projects in the Midwest.  He also has owned and managed since 1976 a consulting firm specializing in health planning, facility design, and management.  Previously he served as Deputy Executive Director of the Health and Hospitals Governing Commission of Cook County, Illinois, and as Deputy Administrator for Health Services for the City of New York, where he was responsible for planning, design, construction, equipment, and overseeing a capital budget of $2.2 billion.  Earlier, his architectural practice included design and management of projects across the United States and Europe, ranging from furniture to a city.  His photography is in the collections of the Metropolitan Museum of Art, the Museum of Modern Art, and other institutions.

Born in New York City, Mr. Siegel earned his Bachelor of Arts in Architecture from Princeton University and a Master in Architecture from the Massachusetts Institute of Technology.  He was appointed a Fulbright Fellow at the Universita di Roma and later was awarded a second Fulbright at the Istituto Politecnico di Milano.  Mr. Siegel is a member of the College of Fellows of the American Institute of Architects and chaired the national Committee on Architecture for Health.  Holding National Council of Architectural Registration Boards certification, he has been licensed in several states.  An early Board member of the Roosevelt Island Development Corporation, he has been a member of the Urban Land Institute.  He consulted to and served on advisory committees of OMB, GSA, HHS, DoD, and various Federal, state and local agencies and private organizations.  He is a Board Member of the Whole Building Design Guide and a founding Board Member of the Building Research Information Knowledgebase.  He has also been honored with a Presidential Federal Design Achievement Award, the National Institute of Building Sciences Presidential Award, and is listed in “Who’s Who in America.”
