George L. Szwarcman
George L. Szwarcman was appointed Associate Executive Director, Office of Facilities Acquisition on June 3, 2012. As Associate Executive Director he provides policy oversight for Architect/Engineer and Major Construction contracting, Real Property contracting and ensures comprehensive and effective facilities acquisition process and procedures nationwide. Prior to his appointment as Associate Executive Director for the Office of Facilities Acquisition, Mr. Szwarcman was the Director, Real Property Service in the Office of Facilities Management, a position he had held since 2006. Real Property Service is the entity responsible for the acquisition and management of VA’s real property needs throughout the United States. This includes the acquisition of land and buildings through lease, purchase, inter-agency transfer and eminent domain.
Before joining the Federal Government, Mr. Szwarcman was an attorney with the law firm of Conroy, Fitzgerald, Ballman and Dameron, practicing general, corporate and real estate law. In 1989, Mr. Szwarcman joined the Department of Veterans Affairs as a Realty Specialist/Legal Advisor. In this position, he advised on real estate development functions for VA’s Office of Real Property Management. He was soon promoted to Chief, Western Region and subsequently to Director, Land Management Service. Mr. Szwarcman has over 25 years of experience as an acquisition, real estate and construction contract professional.
Mr. Szwarcman received a Bachelor of Arts degree in Government Politics from the University of Maryland in 1983, and a Juris Doctor degree from the University of Maryland School of law in 1986. He is licensed to practice law in the State of Maryland. He has been a member of the American, Maryland, and Montgomery County, Maryland Bar Associations. Mr. Szwarcman is also a 1998 graduate of the Leadership VA program.
